The Architecture of Truth: from local conversation to national security

On 27th November 2025, ten of the UK’s leading experts presented a National Emergency Briefing to an invited audience of more than 1,200 politicians and leaders from business, culture, faith, sport and the media in Westminster. Those who attended include broadcaster Chris Packham, actress Jennifer Saunders, business guru Deborah Meaden and musician Brian Eno, alongside hundreds of MPs.

Echoing warnings brought by Extinction Rebellion since the early days in 2019, the briefing was a high-level assessment of the imminent, systemic risks to our food, our water, and our very survival. It was a moment of hard truth, designed to show what is coming if we do not act, but also that there is clear evidence that urgent action will strengthen our economy, resilience, and quality of life.

To bring this information directly to the public, climate comms lab the Utopia Bureau produced a 50-minute documentary film titled The People’s Emergency Briefing.

Both the briefing and the film were made and funded by concerned citizens, not by the Government as you might imagine. The BBC is an independent public service broadcaster established under a Royal Charter and owned by the British public. When credible evidence of national risk is available, such as this, institutions have a responsibility to ensure the public is informed. There has been no comprehensive national emergency briefing delivered to the public by the Government, so once again, that truth is being brought directly to the people, by the people.

Through the People’s Emergency Briefing (PEB), this vital information is moving out of the corridors of power and into the hands of the community. We are seeing a beautiful shift in how this knowledge is being received. It is happening in the low hum of conversation that follows a screening in a local film house or a village hall. In these spaces, the heavy weight of the news is being met with something much more powerful: community, shared meals, and regenerative discussion. We are moving from a state of overwhelming fear into a space of collective agency. People are remembering the value of sharing news person-to-person and discussing ways of pulling together while supporting each other.

To help navigate these conversations, our Community Building Circle has created a series of zines. We know that the scale of the crisis can feel paralysing. These zines are designed to be small, accessible tools to help break the ice, spark discussion, and provide a gentle way to start talking about the big things without feeling lost in the noise. You can print one for yourself to take to your local group, or print a few to hand out as conversation starters at your local PEB screening.

But as we build these local spaces of care, we must also continue to push for the structural changes that allow truth to flourish. For years, Extinction Rebellion has carried the demand to Tell the Truth. This is not just a slogan; it is a fight for the very reality we live in. We see this struggle clearly in the work of Jon Fuller, who has been fighting for years to force the BBC to address the climate breakdown.

Jon is now leading a call for Judicial Review, supported by Leigh Day solicitors, to hold the broadcaster accountable for its failure to inform the public about the most alarming facts facing our nation.

what’s next?

We are witnessing a profound shift in how we receive our news. As community groups organise their own screenings and independent voices rise up, a decentralised media system is beginning to take shape. It begs the question: what is the point of a centralised media that refuses to provide us with the information we need to survive? This is why the fight for media sovereignty is more vital than ever. We need to ensure our information landscape is a public utility, not a playground for offshore billionaires.

This fight for truth is inseparable from the fight for our security. We see this in the work of Zero Hour, as they pivot towards the Nature and National Security Bill. This move recognises that climate chaos, the movement of people, and national security are not separate issues. They are one single, interconnected crisis. The political games of left against right are a distraction; the real story is the correlation between ecological collapse and societal instability and how we meaningfully act as a society.

We are seeing the threads pull tight. The fight for the climate, the fight for the truth, and the fight for a democratic media are not separate battles. They are the same struggle. We are moving from the quiet work of reconnecting our roots to the loud, necessary work of reclaiming our right to know, to decide, and to act.
